Meeting called to order at approximately 2:40 p. m. March 21, 2010
Motion:
The interim board declares that the election for positions on the board of directors of the Bull Run Mountain Civic Association begin.
Adopted --- 5 yeas and 0 nays; Jim Price made the motion; Paul Scheingold seconded it.

Note for the record: The election began promptly at 3:00 p. m. on March 21, 2010.
Charlie Grymes, Chairman of the board of directors of the Prince William Conservation Alliance, was present to be witness to the election. He had been invited to perform this task by James Price.

Motion:
The interim board declares that the election for positions on the board of directors of the Bull Run Mountain Civic Association be closed.
Adopted --- 5 yeas and 0 nays; Jim Price made the motion; Buddy Foster seconded it.

Note for the record:
The election was officially declared closed at 4:00 p. m. on March 21, 2010, but two neighbors who began voting just prior to 4:00 p. m. were allowed to complete their ballot.
The counting of the ballots began shortly after the close of the election.
James Price, secretary of the interim board, counted the number of ballot-containing envelopes received by mail and in person at the Evergreen Volunteer Fire and Rescue Station. He then opened each envelope containing a ballot and checked to insure that each ballot had the official seal of the Bull Run Mountain Civic Association and the signature of its treasurer, Larry Heaney, next to the seal to insure that it was a valid ballot. He then verbally recited the names of the candidates selected on each ballot and the number of Bull Run Estate properties owned. The other four members of the interim board tabulated the number of votes received by each candidate and, additionally, the number of votes weighted by the number of properties owned. (We counted the ballots both ways.)
Forty-nine ballots were cast in the election. All nine candidates for the board received over 44 votes each. Although there was no provision for write-in candidates in this election, a few ballots contained write-in votes. Four names were written-in, each receiving one or two votes. Finally, one ballot contained the words no confidence hand-written on it.
All ballots were placed inside a sealed envelope, and treasurer Larry Heaney signed his name to the plastic sealing tape sealing the envelope.
The newly elected directors are: Alan Bratburd, Glenn Cruickshank, Larry Heaney,
Judy Newman Broyles, Charles Phucas, Jim Price, Paul Scheingold,
Carolyn Smith-Shrey and Jane Sudol. Eight of these people were present at the election; only Judy Newman was not in attendance.
The interim board thanked Charlie Grymes for his kind help as a witness to the election. Mr. Grymes said that he would write a report on what he observed and send it to the interim board of directors. Mr. Grymes then left the building.

Motion:
The interim board declares that the election for positions on the board of directors of the Bull Run Mountain Civic Association has been successfully completed, and that the governance of the Bull Run Civic Association is now transferred from the interim board to the newly elected board of directors.
Adopted --- 5 yeas and 0 nays; Jim Price made the motion; Paul Scheingold seconded it.
Meeting adjourned and the service of the interim board of directors terminated at approximately 5:10 p. m. March 21, 2010

Note for the record:
The eight newly elected directors (Judy Newman not in attendance) began their first meeting shortly after the adjournment of the election meeting of the interim board of directors.
